Can't Change Web Connect to Direct Connect for USAA

USAA dropped support for QFX files so now we have to move from Web to Direct Connect. Quicken's instructions work until it calls out the "Change connection method" and says if that doesn't exist to "Click Deactivate" instead. Neither of these options show in the "Online Services" tab of the "Account Details" dialog box. Please see attached pics. What do I do next?
