Does the new release resolve the deleted-splits issue?

In the latest product release,

"Quicken now ensures that transfers are linked correctly on the companion app."

Does this resolve the issue where cloud sync erases splits that have transfers (or rather the transfer parts of those splits), from existing transactions in the desktop app? Or is it a different issue?

Asking because I've been dealing with the cloud vs splits issue since 2013. And it costs a lot of time and effort to clean up. I even tried using the Quicken mobile app last week after a few years of not using it, and even entering just 3 or 4 transactions there left me with hundreds to clean up, and I'm still working on it
