Quicken Classic Bank Bill Pay not working with TD Bank

I have worked with TD Bank to enable Quicken including payments, but Quicken Classic Bill Pay is not listed as a 'Financial Institution' in the 'Online Payee List' screen. I can't add or edit to my list of online payees.
I have called and spoken with TD Bank's Quicken support team and they are telling me everything is setup properly on their end to support Quicken Bill Pay, but I can't get it to work.
Searched Quicken Community posts and don't see anything about Bank Bill Pay and getting it to work with TD Bank.

Hello @asclark63,
In order to add TD Bank as a payee, you must first add your TD Bank accounts through the Add Account section (+) as shown in the screenshot below.
