Citi - payment adds to balance, charge subtracts from balance

With the ongoing saga of trying to update Citi to ewc+ and getting spinning wheel I chose to just add new account. So, now payments are adding to the balance and charges subtract from balance!!! Not happening with any other account…. What is going on and how do I fix?
