Bug Report: Drag and Drop Attachments Broken After Upgrade

Easy to Follow Steps to Break Drag and Drop:
- Wait for Quicken to offer you an upgrade.
- Perform the upgrade (make sure you click Yes on the UAC prompt).
- Launch Quicken at the end of the upgrade.
- Open any register and click the paperclip on any new or existing transaction.
- Attempt to drag a file to the Transaction Attachments window.
You will get a circle "No" sign when you try this.
Reason: The upgrade process requires elevated permissions. When you launch Quicken from the upgrade process, Quicken is launched with elevated permissions. This is wrong. Quicken should not be run with elevated permissions. But, because it is, Windows does not permit drag-and-drop from an unelevated process (File Explorer window) to an elevated process (Quicken).
Expected behavior: Drag and drop works. Quicken is not launched as an elevated process from the upgrade tool.
Verified bug in R54.9.
