Adding Citi as an online biller crashes Quicken Classic

Which I try to link a reminder to an online bill, Quicken Classic (R54.16) shows an error message "Something went wrong. Please try again".
After clicking "OK", the Quicken window is grey and then disappears. No crash reporting window appears, but it is no longer running.
This is the same issue that was reported in December. That thread was closed with no resolution and no way to find out progress.
