Refundable credits in tax planner?

We're buying health insurance through Healthcare.gov. We have to do that only this year. We're retired and deferring Social Security to age 70. Most of our "income" is from Roth and IRA withdrawals. I'm manipulating that to maximize our premium tax credit (PTC), which is a refundable credit.
Our taxable income, and taxes, probably will be 0. In addition, we'll be due a refund for the PTC. There is a field in the tax planner for credits but Quicken sets it to 0 on the summary page, apparently because our taxable income is 0. Quicken seems to assume they're not refundable (some credits are; some aren't).
Other than entering a fake extra tax payment in 2024, is there any way to get a refundable credit to show up?
