Budget Report subtotals include categories not listed

I am using the Current Budget report with the default settings as follows. Show all accounts, categories, payees & tags, Advanced tab settings are Transfers=Exclude Internal, Subcategories=Show all, Categories=Budgeted only.

However I am getting amounts showing in subtotals for categories that are not budgeted.(see image). The $1.11 was a test transaction I put into a non-budgeted category, the category is not shown on the report, but the amount gets included in actual $. Why is this? It should be excluded because it does not fall into Categories=Budgeted only. I shouldn't have to un-select the category from the list, should I?
