Be sure to:

  1. go to the WellsFargo.com, sign in and search for CONNECTED APPS
  2. follow the instructions by checking each box that applies under QUICKEN
  3. under the same section, click on + for INTUIT and check sharing for INTUIT also
  4. SAVE at the bottom of the page.

If Intuit owns/has a relationship with Quicken, they're in the process too.

I've been struggling with this issue for over a year. Neither Quicken Support or WFB Quicken could ever help me. I found this workaround by sheer accident by searching online and saw some random comment re Intuit.

Today, one day after changing the sharing permissions on the WFB site, I was able to download all accounts.

Fingers crossed I'll be able to complete the same process tomorrow or the next time I attempt a download.
