2 specific Merchant charges on American Express will not download into Quicken (repeatably)

Quicken Home & Business R54.16
Same two (2) merchant charges do not download into Quicken. I have to manually enter them to reconcile.
Any ideas?

The downloaded transactions are matching to older transactions rather than being treated as New. You can likely confirm this by adding the Downloaded Posting Date to the columns displayed in your account register.
To stop the incorrect matching, turn off the preference to Automatically Add Downloaded Transactions to Banking Register. When you download transactions, ensure the two that normally get lost are New. Use Edit | Make New if necessary to change the downloaded transactions to New.

However, "Automatically Add Downloaded Transactions to Banking Register", is not, and has never been turned on.
Any other ideas?

Are you checking each downloaded transaction to see if it is a Match or New before accepting the downloaded transaction? Did you turn on display of the Downloaded Posting Date column in your account register?
