Bills & Income and eBills Balances Don't Update

I have set eBills links (which I manually pay) to my BofA and Citi credit cards and my electrical utility (total 5 linked eBills). After months of tinkering and multiple tech support calls ONLY utility bill indicates my CORRECT upcoming payment. BofA and Citibank are very large financial institutions. This functionality seems to be poorly implemented. If the big institutions don't support this Quicken should dump this feature rather than frustrate customers.

How can I get Bills and Income to correctly indicate whats my next upcoming 'balance due' payments so I can get a snapshot of my bills?
