Found: Method to Import Debits and Credits via CSV
I played around with this quite a bit and found a CSV format that worked well in Quicken 2022 Home and Business when using import a Mint CSV file. How long it will work, I have no idea. Hopefully, Quicken won't mess with it.
This is the format that I used:

Yes, this is something new they added to help Mint users convert their data. Interesting enough they didn't even mention it in their release notes.
Note to others, the data has to be in that exact format.
