Elan Financial and New York Times are stuck in "Fix it" state

The connection to fetch the upcoming bills for both Elan Financial Services and the New York Times have been in the "Fix it" state for approximately the last two months. My experience is that a bill may randomly fall into this state for unknown reasons. I have learned to be patient and wait to see if the connection fixes itself. These connections continue to exist in a degraded state.

What steps can I take to learn more about diagnosing the problem?
