Quicken for Windows does not successfully authorize transaction downloads with American Express

Authorization with the bank is successful however Quicken for Windows says the authorization failed. This has been going on for at least months. Looking for an ETR. This is a huge impact and I can't believe Quicken has not resolved it yet
