Mobile & Web are syncing even when Sync is turned off

Quicken Windows Subscription Member ✭✭
I have Mobile & Web sync turned off with no accounts listed for syncing. This morning I turned it on and found that 10 accounts were listed and the sync had taken place earlier (before I turned it on to look) when I ran a One Step Update. I have removed the listed accounts again, and turned off the Mobile & Web sync again. Anyone else experience the Mobile & Web syncing even when turned off?
