Bill reminder Quicken Classic on IOS

Bill Reminders in Quicken Classic for Windows can be entered with no problem. On Quicken 7.0.3 on IOS 17.4.1 when I enter a bill, it shows as money in, and ends up as a deposit in my checking account. I cannot change it to money out before entering it.
