Is there a known problem with Citibank express connect?

Quicken Windows 2017 Member, Windows Beta Beta
For 2 days this is not working, message says unreadable response. I tried setting up again thru express connect, did the security authorization that Citi requests, but then on return to Quicken, the Activate One Step Update sign-in page cycles for a few minutes and then ultimately fails. This has happened several times, hours apart, for 2 days.
