Why does touch id sensor button not work

I got a new Android phone and just logged in to Quicken mobile by scanning the QR code displayed in the PC app. When I try to turn on the button in Profile to Use Touch ID sensor it displays the warning that anyone who can access the phone will be able to access my Quicken account. When I click OK on the message it returns to the screen and tuns the button off.

How do I turn it on?
