Quicken won't open data file

I'm getting this message when trying to open Quicken: "Q cannot open file because it is in use by another application. Close the other application or turn off cloud storage." Cloud storage is turned off and I don't know what other application is using my data file. Extremely frustrated. Please advise. Thank you.

Did you try rebooting your computer?

Rebooting solved that problem though another one has developed which I'm researching right now. Thank you.
