Why aren't transactions being downloaded for PNC and Citibank?

I am running Quicken Premier Ver R56.9 build 27.1.56.9 on Windows 11. Why hasn't quicken resolved this issue? It has been around for months. Sometimes I get SOME transactions but not all of them.
