Continued issue with PayPal (Synchrony) express web connect and now import

For the past couple months, we've been forced to do a manual import of our .QFX file for PayPal. We've attempted multiple times to get the Express Web Connect to work and receive an error code that is part of a different post that has now been closed but remains unresolved, without any effort from this site.
The new issue is we can't even perform a simple manual import and are now seeing an OL-221-A at the top of the window followed by a large blank area with an OL-221-B code in the lower left of the same window.
Please advise
