The option to change a scheduled transaction is not available
How do I change a scheduled transaction that does not have the option to edit or cancel the transaction

Tell us something more about this scheduled transaction. What kind of transaction is it? Is it a Reminder? Is it already entered into the account register? If it is included in a recurring/repeating Reminder series, is it the next due Reminder or is it one that is in the future after that?
Can you take a screenshot of it and post it here? (Save the screenshot to your desktop. Then click and drag it to "Leave a Comment". Be sure to black out any personal or confidential information before posting.)
Also, you profile shows you are using "Quicken Windows Other". Please clarify what you are using (Starter, Deluxe, Premier, Home & Business now called Business & Personal) and if you have a Subscription product, what is the status of your Subscription. All of this information can be obtained from Help > About Quicken.
