uploading downloaded transactions from Capital One
I am able to download transactions from Capital One, but they are not uploading to Quicken. What's up?

IF you are doing this download from the CapOne website, you will find a .QFX file in your Downloads folder, double click on that .QFX file and Quicken will import that file and display in the Downloaded Transactions tab at the bottom of the account's register.

Assuming that you are downloading QFX files from the bank …
Check your browser's settings to be sure that the browser knows about QFX file types and what action to take once the file has arrived, e.g., to use or start Quicken to import this file.
For example, in my Firefox browser's Settings this looks like this:

They are QFX files. I have been downloading transactions for years. I have not changed my account, and when I click on the QFX file to upload, my quicken icon on my taskbar blinks, but nothing is uploaded. Today, I uploaded data for another account and it worked just fine.
