I am having the same problem for the past several days. Quicken prompted me that NFCU had updated their security and needed to be re-authorized. I click the Quicken reauthorize button and it opens NFCU login page in browser. I enter my credentials. NFCU displays a list of accounts I can authorize. They are all selected. I click submit and get this error from NFCU:

Oddly, I get an email from NFCU saying "Your accounts are now linked" but they aren't. Note that I also went into NFCU > Security > and confirmed Quicken was authorized in my third-party list.

I had this issue and resolved by setting Microsoft edge as my default browser the new security doesn't play well with chrome
Yep… switching my default browser to Edge for the reauthorization and then back to Chrome resolved my issue. Thanks Ptgator!
Changing browser doesn't work for me. Thanks for suggestion. Please Quicken get better at this!!!
@bkough one thing else I found out by accident is on NFCU site click the More button upper bar and select Security I had to authorize Quicken as a third party. Hope it helps
