Bills & Income Items Not Visible but Active in Budget

When I review my Bills & Income items, there are some items that seem to skip a month on their own. If I try to edit and adjust the date, it reverts back to the next month the next time I open Quicken. If I try to add a single non-recurring item to fill the gap, my budget is still "seeing" the missing item even though it's not visible in the Bills & Income tab. These functions are not working properly. Is anyone else experiencing these issues? Is there a workaround? Is this a known issue being addressed?
