Trying to understand instructions to download patch R57.16

Quicken Classis Premier on Windows 10 laptop, the Quicken Program and the Quicken data file are on my desktop. Message I get is that the Quicken Patch needs Administrator privilages to update Quicken, when prompted enter user name and password -Does this refer to Quicken user name and password or Windows 10 user name and password? Or option 2 is to go to windows explorer, right click to quickenPatch.exe and run as administrator. How do I get quickenPatch.exe on the computer to do so?

I tried downloading the patch manually from the Quicken website. I started the US version of R57.16 and let it run for 15 minutes, but, it seems to be in a loop at 396/397 of 413.5 length. How long should it take to download the patch via my browser?

I just don't know what I am doing wrong as I don't understand the instructions to be able to switch to administrator. Please help!
