Fix TAG field to be consistent with CATEGORY and PAYEE fields during data entry

This is a request to ensure that when entering a TAG with some characters, it drops down tags that CONTAIN those characters, not just STARTING with those. This is different from CATEGORY and PAYEE fields that do show you all values that not only start with those characters, but also match any within.
User Choppy mentioned this in a post titled "Quicken Online - Editing Tags" (but without mentioning the inconsistency with other fields) is a community post in November 2021, and I agree. It should be consistent across all data fields.
