Dominion Energy - North Carolina Gas

Windows 10 user. Quicken Classic. I cannot download bills from Dominion Energy - North Carolina Gas. Quicken connects / logs in at website and I receive request for and enter verification code. Authentication proceeds but Quicken returns an error message:
"Biller Account is Locked
We're having trouble contacting Dominion Energy NC Gas because your account is locked., suspended or needs you to provide additional information."
I have tried many times to connect , download and reset this account. Also used "Review and Repair" on this online biller w/no success. Any suggestions?

    Hello @bizzybill,

    I went ahead and checked the internal status of this Online Biller and unfortunately, it shows a degraded status which is why it will fail to connect at this time. We do not have an ETA on when this degraded status will be resolved.

    Update. as a last resort I reverted to original biller / account name, PSNC Energy (acquired by Dominion Energy), added it as a new online biller and connection and bill download/update ws successful! Dominion Energy NC Gas user id, password and 2 factor verification code all worked to succesfully connect and download bill(s) from Dominion Energy set up in online billing using PSNC Energy!!??
