STILL seeing 'Enter a valid date'
A report of mine (https://community.quicken.com/discussion/7950255) was closed despite not being resolved. Either the issue was confused for another or simply not understood. Here's the scenario:
1) Download and reconcile an investment account.
2) Click OK to confirm.
3) Adjust Balance dialog appears - click Adjust.
4) Enter a valid date error appears.
This is version R58.9

Today, Sept. 1, I am still on R58.9 but did not see the error message in the same scenario.
How could this have been resolved without an update?

Your screen shot isnt clear on my computer. What date did you enter? Is it a month with only 30 days?
I'm staying on Quicken 2013 Premier for Windows.

Normally I set the reconciliation date to the statement date, which is typically the last day of the month, as shown above (July 31). And the adjustment date defaults to the same day. This month the statement date was August 30 which is the date I used for reconciliation.
