Please do not close this thread, and escalate this to the T3 support/dev group - providing the linked basic description of how the authorization handshake works from Coinbase's WIKI.
This is an authorization problem on Quicken's side of the API handshake.

While I'm not OP, I have tried using Coinbase - Bitcoin Wallet, and Coinbase - Bitcoin Wallet Canada using their Legacy keypairs, and the new keypairs. I have spoken with T2 reps on both sides.
The field length, and user error are not the problem. — Keypairs are provided in the proper format from Coinbase
There is no need to for the end-user to try any further troubleshooting.
