Where are account settings?

Right-click on the account in the sidebar and you should see Account Settings in the popup menu. This is my preferred method since you can use it to open settings for any account whether it's currently selected or not.

You can also click on the Settings button in the lower right corner of the Quicken window, this will get you settings for whichever account is currently selected & displayed in the Quicken window. You can also choose Settings from the Accounts menu to do the same thing.
