One step summary and actual download don't agree

I have having a problem where the transactions from Vanguard are not downloading to the account . For example , this morning one step said there were 15 transactions for 5 accounts. What actually downloaded was 1 account. I went to the Vanguard site and did a Ofx download and one other account downloaded. One step said 5 accounts were updated. Anyone have this issue?
