Quicken Desktop is not syncing

This is a colossal waste of my time, and I am stuck with quicken, as I have for the past 20 years. The desktop has many issues, from not syncing accurately with the mobile entries, to outright inability to update the desktop file after I uninstalled it out of a belief I could correct the sync issues with a new install!!! How do I get my account and file back on?.
