quicken windows classic deluxe won't open files

My Quicken will not open files. It tells me to restart the computer before trying again, then validate the file. After doing that, same message. Will not open, so cannot validate. I have tried restoring a back-up file and get the same messages. AS a follow-up—I have successfully opened and used Quicken on another PC.
So, for the PC which will not run Quicken, would the better course of action be to uninstall and reinstall Quicken, or to copy the three relevant files from the working PC into the non-working PC? Or something different?
Thoughts, ideas, and suggestions appreciated. Thank you.

Try starting Quicken without opening a data file.
- To do this, hold Ctrl + Shift on your keyboard and double-click the Quicken icon.
- Note: You will need to continue to hold Ctrl + Shift until Quicken opens with a blank screen.
- If this occurs, there may be an issue with the data file that's keeping Quicken from opening properly. Follow these steps to Restore a backup file.
- Then, Validate the restored backup file by going to File > Validate and Repair File.
- Check Validate file and click OK.

Thank you for the suggestions. In the end, I simply uninstalled Quicken and and reinstalled it. Problem fixed — at least for now . . .
