On a Windows 11 machine and got the CC-800 error. I am able to add 2 out of my 6 accounts and no matter how many times I try of the different methods to add an account, I cannot add all 6 of my PNC accounts. I did report this to Quicken.
I also started receiving a CC-800 error today on my PNC Card Services connection.

If you've deactivated or deleted an account and then restored a Quicken backup file, you'll receive a CC-800 error. You can follow this link to access a FAQ that provides more information and troubleshooting steps. It is recommended to save a backup before proceeding (just in case).
