Quicken only reauthorizes one account at a time
I have 8 financial institutions with a total of 19 accounts. For example, I have 5 accounts at Citibank, 4 accounts at B of A, etc. The One Step Summary says all are updated but when I open each institution, only two have been updated. If I open an account to edit and Reset it, Quicken opens the institution's website giving access to all of its accounts. Quicken then shows all the institution's accounts but only the one account can be linked and the rest have Don't add to Quicken. I've tried adding them one at a time, disabling some or all of them, but get inconsistent or wrong results. Losing authorization is a continual problem and is especially annoying as there isn't any indication that updates have stopped.

That's because you only reset / deactivated one account. The others are still activated and cannot be changed.
To reauthorize all of them at the same time you need to first deactivate them all, then use the Tools / Add Account process to reactivate and authorize them all.
Do be sure to correctly LINK each account to its matching account register, clicking each account on the list and clicking Link then selecting the register name from a mini-popup.0 -
In the past, your suggestion worked. Citibank is the most difficult. Citibank showed all 5 accounts but Quicken only linked 4 and said the 5th wasn't found on Citibank. I tried multiple way to get the 5th linked. Finally, I have 3 accounts in one institution and the other 2 in a second.
I'll call Quicken support to see if the can figure this out. Sometimes the One Step Summary says to Reauthorize the account but there isn't any link or instructions on how to do this. Usually, I can Reset it but as you say it only fixes the account I reset.
