I have been getting the same error message for 2 weeks when trying to activate downloads. I changed my account password, and per Quicken I needed to deactivate the account then reactivate. Ever since I have deactivated it, I have not been able to activate again. I enter using my new password, and I keep getting the same error: CC-501 Oops.
