Data files uploaded and bank connections made with web/mobile sync turned off

I use the Windows desktop version of Quicken (Classic - Business and Personal - R59.18) and don't use web and mobile sync. Sync is turned off. I also don't have any accounts set up for website/cloud access or updates.

However, I have found that even with this being the case, my active datafile is uploaded to the cloud/web account and bank connections are opened to download transactions, even with no accounts setup for cloud sync.

The bank connections happen on a daily basis in the middle of the night and when logged in to the cloud account and transaction updates are made. I only go to the cloud account to try and disable these uploads and updates, which is when I discovered those issues.

The bank connections happen even when I have the desktop computer turned off (so it's not an auto-update situation from the desktop app).

I found this out when I recently turned on text notifications for account logins for one of my banks. I suddenly started getting text notifications in the middle of the night and tracked it down to the Quicken cloud account per above.

The connections are also triggered simply by opening Quicken on the web even though there are no accounts populated online. I get the text alerts as it attempts to refresh the transactions for the accounts I do have in my desktop app (again, even though the desktop app is not running and none of those accounts are set up in the cloud account).

I'd like to keep my bank notifications turned on without having to be woken up in the middle of the night and also don't need the data files in the cloud account since I have multiple local and offline backups.

Has anyone else had this issue and found a way to stop the online service from making uninitiated bank connections and to stop the active desktop datafile from being uploaded into the cloud account?
