Some E*trade account online download is restricted to only Express Web Connect

I have multiple e*trade accounts with different user names.
Most of them I was able to do direct connect with Quicken E*TRADE to download the transactions. This is one account/user name, that says it has to use Express Web Connect. Is this a bug on Quicken or E*trade side, or a setting in the E*trade account?

Ok. I found my answer, enable Shared with Third Party and then go thru the whole online set up to get Direct Connect to work.
