Add ability to include specific "transfer to/from accounts" in Cash Flow report

I want to have a cash flow report for my checking accounts that include outflow to 401k, hsa, espp, credit card accounts, venmo, paypal, etc. but EXCLUDE inflow from my savings.

The goal is to get a clear picture of how much I'm overspending from my checking throughout the year, and compare across multiple months.

I believe the ideal way to do this is to improve the functionality of reports to make "Transfers" it's own tab, similar to accounts or categories, and allow us to select TO, FROM, or both for each account.

Good news: you can already do this, if I correctly understand your request! 😀

It's not quite straightforward, but you can selectively include transfers in reports with careful selection of which accounts are selected in the Accounts tab and the Transfers setting on the Advanced Tab.

Your desire: "a cash flow report for my checking accounts that include outflow to 401k, hsa, espp, credit card accounts, venmo, paypal, etc. but EXCLUDE inflow from my savings."

Create the report and on the Accounts tab, include your checking accounts and your savings account(s), but none of the spending accounts you mention. Then go the the Advanced tab and select "Transfers: Include selected transfers with accounts outside of report". This means the report will include a section for the transfers with the accounts NOT included in the report, e.g. 401k, hsa, espp, credit card accounts, venmo, paypal. It will not include transfers from savings, because savings is included in the report.

That said, I think your request to make transfers to and transfer from individually selectable on its own tab would make this process more intuitive and more granular. (Something similar to this already exists in Budgets, although it's part of the selectable Categories window, rather than a separate tab.)
