There is nonway to re-create a new desktop Quicken Mac data file from the subset of data you had stored in Quicken Cloud, unfortunately.
It used to be that that was the end of the answer. However, there is now a possible-but-not-easy approach which might help you. In Quicken on the Web, there is a download button in the upper right which will download transactions to a .csv file. That sounds great: download each account, and you can start a new desktop file by importing each of the .csv files. Except that Quicken Mac does not allow import of .csv files.
There are two possible ways around this. The first is that there is avery limited .csv import which was written for users migrating from Mint.com. If you search on this site or Google, you will find instructions on how you must set up your .csv files to work with the File > Import > Mint.come (CSV) command. The CSV files must strictly be set up in the exact column order and correct header row or it won't work. So you'll likely need to open the .csv files in a spreadsheet, manipulate them, save them as .csv files, and then import in Quicken.
The other is that there are one or more third-party companies which sell tools for converting .csv files to .qfx files which Quicken will import. We can't name them or discuss them here. because they are not Quicken products and are not sanctioned by Quicken — and I've never used one myself — but if you Google .csv to .qxf, you'll find what's available. This isn't free software, but if you're in a bind, it may be worth the cost if if gets you to the desired result.
You should be aware that the data in your Quicken cloud file may or may not have the complete history that was in your desktop data file; it depends how far back your data goes, and however long you've been syncing to Quicken Cloud.
