"Recategorize transaction(s)" from within report unpredictable

I have a report that shows my uncategorized transactions. I just ran it, and selected a couple of transactions, across accounts, and successfully recategorized them.

Then I refreshed it, selected a few more transactions across accounts (all savings or CD accounts) - and "Recategorize…" is grayed out.

Why is it sometimes, but not always, available?

    If the selected transactions include a split transaction, it won't let you recategorize the selected transactions. The same is true if any of the transactions are from investment accounts.
