no transactions downloaded when one connection out of 3 fails

I have three connections to different institutions. One of them is Vanguard (Direct Connect), which is currently failing (there's conflicting information online about why this is).

The update window says "2 connections succeeded" but no transactions from my Bank of America accounts (Quick Connect) are being downloaded.

("Update selected account" doesn't work either, but instead does the same as "update all accounts."
