similar issue a month ago or so, known issue by Quicken support and was resolved but is occurring again.
@tcc The issue a month ago was 100% on Vanguard for disabling access to third-party software; Quicken just had to wait until Vanguard re-enabled things. Perhaps Vanguard is deploying some updated code this morning. Or it could be something new and different. I'd suggest waiting a few hours, or a day, to see if Vanguard comes back online.
