After installing the latest update (twice) Quicken opens but it is unresponsive.
I cannot do anything in Quicken right now.

Could you try installing the latest version R62.16 using the Manual Patch instead and see if that makes a difference? You can download and install it through support article.
Even though the Manual Patch is the same version as your current installation, manually downloading and installing it helps determine whether everything was properly installed during the initial in-product update.
Before proceeding, we recommend saving a backup of your data file—just in case.

I have already downloaded it, no changes. Quicken still not working.

Have you tried uninstalling/reinstalling Quicken? Please refer to the following support articles for instructions on uninstalling here and reinstalling here.
However, after you have uninstalled and before you proceed with reinstalling, please open your Windows File Explorer and navigate to This PC > C: Drive > Program Files (x86) and delete the folder titled "Quicken" (doing so does not affect your data files).
After you have deleted this folder, go ahead and try reinstalling.
Before reinstalling, I tried to use the program again and it now works. I did not open it since this morning.
