Is Apple Card transaction import broken (again)?

I've had an Apple Card for several years, and while it's been annoying to have to manually save the QFX file and import it (into Quicken for Windows), it has worked up until the end of last month. Starting with the March 2025 statement import, Quicken has been failing with OL-297-A error; and it's not temporary because it's also happening with the April 2025 file. Is that happening for everyone, or is it just me?
