Limitations when creating a Budget on Mac

Recently upgraded to Quicken Business & Personal for Mac. Why can I only create a new Budget that begins on the 1st of the month? Crazy, I know, but our HOA's new fiscal year begins mid-month rendering this feature unusable. Help!!
