Unable to activate one step update with Orrstown Bank

Orrstown bank uses Intuit Direct Connect to allow online connections through Quicken. The process is I go to my Orrstown account and generate a Client UID and then I should be able to go to Quicken and set up the account. If I clear all my accounts with Orrstown in Quicken and I have not attempted to set it up for a while, I can typically do an online setup with one account entering user name and login pw for my bank and then I get a list of accounts that I can link to all the existing ones I have in Quicken. Once this completes, it looks like it tries to connect but stops instantly with no information and no transaction data. Nothing in logs about failed connections or any transactional info. If I try to redo the setup, I get a CC-501 (Can't connect to quicken servers though I can connect to them to check for updates and anything else but reregister this account) and typically need to wait half a day or more before that error goes away and I can try again.

It still fails every time after trying a few suggestions for similar issues on the message boards (resetting accounts, clearing them completely, trying a brand new account with no transactions with plans to import the older transactions from the original account, etc…)

What I have noticed is that the generated UID from orrstown; whenever I am successful in getting quicken to reach it and retrieve the account list, it looks like the same UID (part of it is concealed so I can't be certain). Is it possible that Intuit has the old UID locked and it's expired or corrupt? This seems to be some sort of quicken to intuit to financial institution communication issue.

My other online accounts for Credit cards and investments still download with no issues.
