cannot LOGIN to Quicken.com
This week started a new issue I cannot login to Quicken without turning off my VPN. When I contacted Quicken, I was told to turn off my VPN to access Quicken. Really turn off security to access my financial software & expose my data. I do not think Quicken should be recommending this. Why did this just start happening this week?

Yes, it does make sense. Quicken wants to protect you and themselves from harm. If you travel, using say a laptop computer and you stay at the Quality Inn and sign in to their Wi-Fi as a guest you are exposing yourself to a bad situation with a bad Certificate, that they are using.
You must continue to your plan's 5G data plan. Quicken wants to see who is connecting to them, protecting you and themselves.

VPNs interfering with website access (and even with OSU of the installed Quicken Classic) has sometimes been an issue for many years…and not just for Quicken.com. Did something on Quicken.com change regarding their server security? Perhaps. But it is also very possible that your VPN software version updated and that changed something in your VPN settings causing the issue.
For me, I found two things that helped to eliminate the issue for me.:
- Make sure that the VPN is set to access a server in the USA. I use Windscribe VPN which is Canadian and tends to default to one of their Canada servers which Quicken did not like. It can also be a be an issue when traveling outside of the USA where the VPN would default to one of their servers in that region of the world. After I set my default VPN server to one in this country this issue no longer existed.
- Whitelist Quicken.com in your VPN software. Many VPNs have some pretty aggressive security features which can block ads and connections with various websites (as well as other secure websites). I found this is more of an issue with the website's logon screen. Whitelisting that website will often resolve the issue.
If you continue to have issues with accessing your account on Quicken.com, check your other security applications, browser extensions (particularly Adware-blocking extensions) and browser Privacy settings. Make sure Quicken.com is whitelisted in those things or that they are disabled for Quicken.com.

@James Koski both @thecreator-b and @Boatnmaniac bring up some good points about using VPNs. I will add that VPNs are good for hiding your identity and activity, especially on unsecure networks such as airports, coffee shops, and hotels. Otherwise they do not protect you from malware, viruses, phishing scams, and data collection by your VPN.
Quicken and your financial institutions need to verify your identity to keep your accounts and personal information secure. VPNs interfere with this process and can trigger fraud alerts which then can block access to your own accounts. When this happens your only recourse is to contact your financial institution, or Quicken Support, to get your access to your accounts restored.
So IMO, it is not unreasonable that Quicken recommends that you shut off your VPN when you use Quicken.

I was not referring to which country the VPN service is based in. I was referring to which server location the VPN is connected to. Most VPN services, no matter where they are based, have servers located in many countries around the world. If you do not select the specific server you want your VPN to be connected to then the VPN software will do that for you and it might not be a server that is located in the USA. Check to make sure your VPN is connected to a USA server.
Did you check the other VPN and security settings that I suggested.
