The Mobile & Web tab should not prompt to sign into the vault just to Sync Now

The first time you click on "Mobile & Web" tab it prompts to sign into the vault. Never asks again until you log out, which makes sense not to ask again.

What does not make sense is the prompt for Vault login, when I can simply click Cancel and then proceed to click "Sync Now".

Please consider eliminating the prompt to Vault log except for when it's required to do some other task.

    Yes, this was reported as a bug years ago, and that only answer was that is how it is supposed to work. Which like you said makes zero sense if you can cancel it and still get to the tab. What’s more the password vault only contains passwords for Direct Connect account downloads these days so it makes even less sense when accessing the mobile & web tab.
